Outreach, Screening, Assessment, & Referral Center

State-funded program for substance use disorder treatment services.

The Council on Recovery operates the Region 6ย Outreach, Screening, Assessment, and Referral (OSAR) Center funded by the Texas Department of Health and Human Services. ย At the OSAR Center, licensed counselors provide free screenings and referrals to detox services, in-patient and outpatient treatment facilities, and other recovery options for anyone struggling with alcoholism, drug abuse, other addictions, or co-occurring mental health disorders. We turn no one away.

How does it work?

When you visit the OSAR Center, you will discuss your situation with a substance abuse counselor and receive a free screening for services. If you qualify for economic assistance based on need, you will be provided with a referral to a state-funded treatment option, such as inpatient care or outpatient services. If you do not qualify to receive state-funded services, the counselor will assist you in determining what services you are eligibleย for and will help you get connected with those services.

Here are some important details regarding our screening services:

  • Screenings are free.
  • Screenings are held at The Council on Recovery starting at 8:30 A.M. Monday through Friday.
  • Doors open at 8:00 A.M.
  • Clients are seen on a first come, first served basis.
  • Plan to be here 2-4 hours.

Please note: We can only see a limited number of people each day and once weโ€™re full, no additional screenings are provided that day. So, if weโ€™re full when you arrive, please return on the next business day.

In addition to in-person screenings, phone screenings are available as well. Please call 713-942-4100 for your screening, and select option 3.

What should I bring?

Please do not bring clothing, luggage, or other personal belongings to the screening. However, you must bring both of the following documents to the Screening:

  • Valid form of identification, such as a driverโ€™s license, or other source of I.D.
  • A complete list of all medications that you take now or have taken in the past for medical or mental health reasons.

Where should I go?

For your free screening, you can come to The Council on Recovery, located at 303 Jackson Hill Street, Houston, 77007. Jackson Hill Street is in the Heights area near downtown and can be reached by Washington Avenue or Memorial Drive west.
